Chen Qi 42ea269266 librelp: update PACKAGECONFIG setting related to valgrind

The riscv64 is now in COMPATIBLE_HOST of valgrind.
The armv4/armv5/armv6 are not in COMPATIBLE_HOST of valgrind.
Update the settings accordingly.
