Leon Anavi 45c2cb0cd0 python3-cmd2: Upgrade 1.3.11 -> 1.4.0

Upgrade to release 1.4.0:

- Fixed tab completion crash on Windows
- Changed how multiline doc string help is formatted to match
  style of other help messages
