Peter Marko 46f22a10be weechat: upgrade 4.0.4 -> 4.5.0

Solves CVE-2024-46613

Update dependencies:
- remove openssl and icu
- add cjson and gettext-native

Remove patch to find gcrypt which is no longer needed.
