Leon Anavi 54d84ff3c1 python3-rich-argparse: Add recipe 
Add recipe for release 1.7.1:

- Fix TypeError on nightly builds (Python 3.14.0a7+) due to new
  HelpFormatter arguments. The console parameter is now keyword-only.
