Leon Anavi 5c10b76911 python3-txaio: Upgrade 20.4.1 -> 20.12.1

Upgrade to release 20.12.1:

- CI/CD migrated to GitHub Actions
- support Python 3.9 (CI / testing added)
- minimum Python version is now 3.6
