Add patches to the vendored crates: - libc: Add the syscall numbers 443 to 450, which riscv32 musl lacks and rustix needs for SYS_futex_waitv. - fff-search, rmcp, nu-command and nu-dap: Use the 64-bit atomics from portable-atomic on targets without 64-bit atomics, where std does not provide them, and record the dependency in Cargo.lock since the build uses --frozen.
