Ross Burton 6ff48b6461 ncftp: update for autoconf changes in core 
ACLOCALEXTRAPATH is no longer used, so pass the required -I via
EXTRA_AUTORECONF.

Also explicitly disable aclocal as the aclocal is hand-maintained.
