Claude Bing 7175f8b669 php: update from 7.4.21 to 8.0.12

Various security and bug fixes; adds support for the JIT compiler.

 * Fixed bug #81026 (PHP-FPM oob R/W in root process leading to
   privilege escalation) (CVE-2021-21703).
