PostgreSQL 18.4 upstream removed pg_config_ext.h entirely (both the
top-level and postgresql/server/ copies) -- no source file in the
18.4 tree references it anymore. Keeping it in the oe_multilib_header
call caused a do_install error ("Unable to find header
pg_config_ext.h") during the ptest regression rebuild after the
17.10 -> 18.4 upgrade.
