Khem Raj 767108e49e gsoap: Upgrade to 2.8.51

Fixes build with openssl 1.1
Add patch to fix out of tree build

License changes are due to restructing of license files
see https://sourceforge.net/p/gsoap2/code/123/

Add OpenSSL exception to LICENSE field which was
missing thus far.
