Hetvi Thakar 79accf77d2 python3-pyjwt: Fix CVE-2026-48523 ...

This patch applies the upstream 2.13.0 backport for
CVE-2026-48523. The upstream fix commit is referenced in [1],
and the public CVE advisory is referenced in [2].
