Yi Zhao 86e98840da ndctl: add UPSTREAM_CHECK_GITTAGREGEX 
Add UPSTREAM_CHECK_GITTAGREGEX to check the correct latest version.

Before the patch:
$ devtool latest-version ndctl

After the patch:
