Yi Zhao 8aac37b502 netplan: fix hardcoded path for /lib/netplan 
The hardcoded path /lib/netplan causes a runtime error on multilib
image:
$ netplan try
An error occurred: [Errno 2] No such file or directory: '/lib/netplan/generate'
