Leon Anavi 9af65f1680 python3-moteus: Upgrade 0.3.79 -> 0.3.81

Upgrade to release 0.3.81:

- Set reasonable timing parameters for PCAN interfaces
- Don't barf when flashing firmwares older than family reporting
