Liwei Song a060d55f86 cpupower: add gettext-native to DEPENDS

Add gettext-native to DEPENDS to fix the following build error:

MSGFMT  cpupower/1.0-r0/cpupower-1.0/po/fr.gmo
make: msgfmt: Command not found
