Replace '/lib' with '${baselib}' to fix QA issue:

  ERROR: do_package_qa: QA Issue: non -staticdev package contains \
  static .a library: opencv-apps path \
  '.../opencv-apps/usr/share/OpenCV/3rdparty/lib64/libippicv.a' \
  [staticdev]
