Yi Zhao b4b8251b71 ipmtool: add UPSTREAM_CHECK_GITTAGREGEX ...

Add UPSTREAM_CHECK_GITTAGREGEX to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version ipmitool

INFO: Latest version: 10.

After the patch:
$ devtool latest-version ipmitool
