Yi Fan Yu c126dcd1f9 syslog-ng: Drop an obsolete patch to add --enable-libnet

libnet is a dependency to --enable-spoof-source.

The correct flag to enable/disable in ./configure
is --enable-spoof-source.

Adjust PACKAGECONFIG accordingly.
