vkumbhar c34b8aad57 c-ares: fix CVEs CVE-2023-32067 and CVE-2023-31130

Fix below CVE:
1)CVE-2023-32067 c-ares: 0-byte UDP payload Denial of Service.
2)CVE-2023-31130 c-ares: Buffer Underwrite in ares_inet_net_pton().
