Nuno Sá c800a3ed96 libiio: Add hwmon support 
Libiiop now supports controlling Hardware Monitoring devices. Hence add
that as a new PACKAGECONFIG.

Given that the upstream project enables it by default, let's keep the
same behavior in here.
