Wentao Zhang d06a9c5049 meta-oe/conf/layer.conf: remove libbpf from NON_MULTILIB_RECIPES for x86 and x86-64

libbpf supports x86_64 and i.86, remove libbpf from NON_MULTILIB_RECIPES
for x86 and x86-64
