Dmitry Baryshkov d3c431d669 vulkan-cts: upgrade 1.4.5.0 -> 1.4.5.1 
Bump Vulkan CTS revision, picking up fixes for sevaral Vulkan tests (and
updating VVS to 0.3.9).
