Paul Eggleton d48c95da58 dnsmasq: move to meta-networking and tweak 
* Make dbus a PACKAGECONFIG option and remove dnsmasq-dbus recipe
* Set LICENSE to correctly indicate choice of licenses
* Set SUMMARY instead of DESCRIPTION
