Justin Bronder f7f407aa81 python3-configshell-fb: set PIP_INSTALL_PACKAGE ...

Recipe does not inherit pypi nor would PN resolve to the name of the
wheel so we must set PIP_INSTALL_PACKAGE appropriately.
