Robert Yang e19b4c9755 thin-provisioning-tools: 1.0.13 -> 1.0.14

* License-Update: Update links in GPLv3 (http -> https)

* It need depend on pkg-config, udev and clang-native to build

* Move it to dynamic-layers since now it depends on meta-clang.
