Randy Witt e5d9133800 numactl: Remove the recipe 
The numactl recipe now exists in openembedded-core, as of commit
dda815792b0939b2f233aa3ec7c140fc114a37d1 to oe-core. It was moved to
facilitate the requirement rt-tests now has on libnuma.
