Khem Raj ece57c2a16 sox: Enable -D_FILE_OFFSET_BITS=64 and depend on libtool 
We use 'dyn' for plugins and the logic depends on libltdl support
therefore add the missing depenendency

Fixes
| configure: error: not using libltdl; cannot load alsa dynamically
