Trevor Gamblin f39a168e38 python3-pyinotify: Add fcntl, logging to RDEPENDS

"import pyinotify" throws an error for these modules if they are not
included.

Collection of layers for the OE-core universe

This repository is a collection of layers to suppliment OE-Core
with additional packages, Each layer have designated maintainer
