The autoconf-2.13-native recipe was introduced for building mozjs-78[1]. But mozjs-78 has been removed for a long time[1] and the current mozjs doesn't require it anymore. Considering that autoconf 2.13 was released in 1999 and no recipes require it anymore, we can safely remove it.
