Leon Anavi fb7023bd3c python3-rlp: upgrade 3.0.0 -> 4.0.0 
Upgrade to version 4.0.0:

- repr() now returns an evaluatable string, like
  MyRLPObj(my_int_field=1, my_str_field="a_str")
- Convert .format strings to f-strings
- Add autoflake linting and move config to pyproject.toml
