rpi-base.inc: add dwc2 overlay

This along with some module and connman magic allows a RaspberryPi Zero
Wireless to tether to a host over USB.

dtoverlay=dwc2,dr_mode=peripheral
modprobe g_ether
connman enable gadget
connman tether gadget on
