sbsigntool: specify TMPDIR

There is a build error if the /tmp directory is mounted with noexec
option:
lib/ccan.git/tools/create-ccan-tree: line 130: /tmp/tmp.MSe2mg2hM5/ccan_depends: Permission denied

Specify a local TMPDIR to fix it.
