recipes: Convert to SPDX license strings

Converts all LICENSE strings to SPDX licenses expressions Rename Stream-Benchmark-License to replace underscores with dashes, per SPDX syntax. Expand previously mapped "Foo-with-exception" into proper SPDX "Foo WITH Exception" syntax.
