Randolph Sapp 45fb9b44d0 ti-img-rogue-umlibs: rprovide virtual-opencl-icd 
As this provides a valid icd interface we can mark this as RPROVIDES
virtual-opencl-icd. This prevents us from unnecessarily installing
rusticl due to an RRECOMMENDS chain.
