oeqa/sdkext/cases: Migrate test case to new OEQA framework

Summary,

- Changes base case class to OESDKExtTest.
- Changes decorator classes to new ones.
- Chnages variable names sdktestdir -> sdk_dir.
- Added missing license to MIT.
