elfutils: upgrade 0.177 -> 0.178

Browse Source 
Remove 0007-Fix-control-path-where-we-have-str-as-uninitialized-.patch
as issue fixed upstream.

Rebase other patches.

Adjust ptests, pass rate is now 100% again:
