Mark Hatle 5a386dcb48 bitbake.conf: Add default FILESYSTEM_PERMS_TABLES
If FILESYSTEM_PERMS_TABLES was not defined, the default was selected by the
packages.bbclass.  This made it difficult for a recipe or layer to 'append'
to the default.

Copy the default into the bitbake.conf, allowing future _append and += style
actions.

Default was remove from package.bbclass.  If a value is not set, only the
built-in perms fixes will be used.

QEMU Emulation Targets
======================

To simplify development, the build system supports building images to
work with the QEMU emulator in system emulation mode. Several architectures
are currently supported in 32 and 64 bit variants:

  * ARM (qemuarm + qemuarm64)
  * x86 (qemux86 + qemux86-64)
  * PowerPC (qemuppc + qemuppc64)
  * MIPS (qemumips + qemumips64)

Use of the QEMU images is covered in the Yocto Project Reference Manual.
The appropriate MACHINE variable value corresponding to the target is given
in brackets.
