Scott Rifenbark de671802c8 dev-manual: Compatibility program and moving kernel configuration ...

Should have been two commits but I forgot to do them separately.

1. I updated the YP Compatible Program section.

2. I moved the "Configuring the Kernel" section from the dev-manual
   to the kernel-dev manual.
