python3-pytest-xdist: add UPSTREAM_CHECK_PYPI_PACKAGE

Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.

Before the patch:
$ devtool latest-version python3-pytest-xdist
INFO: Current version: 3.8.0
INFO: Latest version: 3.5.0

After the patch:
$ devtool latest-version python3-pytest-xdist
INFO: Current version: 3.8.0
INFO: Latest version: 3.8.0
